National Blue Ocean Strategy (NBOS)

 

            NBOS refers to the National Blue Ocean Strategy or Strategi Lautan Biru Nasional. Blue Ocean Strategy (BOS), which was founded and inspired by Professor W. Chan Kim and Renée Mauborgne takes a creative and systematic ways to forming strategies in both the public and private sector. By looking across hundreds of strategic moves over the past decades, Kim and Mauborne argue that rather than compete directly with their rivals, managers and leaders should reconstruct the traditional boundaries of industries, markets and governments to create ‘blue oceans’ – completely unique value offerings that will drive the future and make the competition irrelevant.

             This new approach has been taken by the Prime Minister of Malaysia, YAB Dato’ Sri Mohd Najib bin Tun Haji Abdul Razak, to be implemented by the Government. In 2009, the Prime Minister launched a new cross-ministerial platform, the NBOS Summit, in order to formulate and execute NBOS to achieve the vision of a high income, happy and low tax country. Through the Summit, civil servants, private sectors leaders and relevant stakeholders work together to develop and implement NBOS initiatives that are high impact, low cost and rapidly executed.

                The design and selection of the NBOS initiatives are based on two (2) key principles: (1) delivering high income through economic growth and integrated development; and (2) enhancing public happiness through greater security as well as social inclusion to close the social distance between various groups in society. For example, rural vs. urban, young vs. old, men vs. women, rich vs. poor, police vs. military, federal governments vs. state & local governments, cabinet leadership vs. civil service leadership, etc. Through a series of NBOS initiatives implemented during the last six (6) years, the Government is fulfilling the aspirations of Malaysians, increasing income high levels and public happiness without incurring much cost and making the vision of Malaysia as a high income, happy country with low tax a reality.

  • 1MALAYSIA SKILLS TRAINING & ENHANCEMENT FOR THE RAKYAT(1MASTER) is a program specially implemented under the National Blue Ocean Strategy (NBOS) to offer practical training in industry-demanded skills .
  • This program is coordinated by the Department of Skills Development (DSD) under the Ministry of Human Resources to train talented individuals to become skilled professionals to meet the ever growing demand by the various industries for knowledgeable and highly trained certified skilled personnel.

The Idea: The 1Malaysia Skills and Employability Programme (SKK1M) offers streamlined, targeted, and industry-relevant skills training to provide young people with all of the necessary resources to succeed in the job market. The programme is bringing together existing resources of 11 public training institutions to form a more streamlined and targeted skills training program that encourages the trainees to engage directly with industries. Through its collaboration with JobsMalaysia, the programme also enables the trainees to access the necessary resources to find a suitable job.

The Idea: 1Malaysia Civil Service Retirement Support offers retired civil servants holistic economic and social support for a meaningful post-retirement life, such as counselling, skills training programmes, entrepreneurship and job opportunities. Retired civil servants are also offered priority access to public hospitals and are provided with a dedicated page at JobsMalaysia portal with listings of part-time jobs.

The Idea: 1Malaysia Training Centres (1MTCs) are the result of a collaboration among ministries and agencies in the sharing of existing training facilities. Through shared 1MTCs, government agencies have access to more facilities, reducing the need to rent expensive, third party facilities. Additionally, the private sector and NGOs can also rent 1MTC facilities. This programme takes a low-cost approach by maximising the use of underutilised training centres through a centralised data-sharing system, which is improving communication between training centers and the agencies that use them.

The Idea: Rural Transformation Centres (RTCs) are established to provide new economic, social, educational opportunities and improve the quality of life of rural residents. RTCs offer skills training, microcredit and health services as well as opportunities to take part in high value-added agricultural activities.  In addition, RTCs are equipped with ICT facilities that enable rural residents to access key government services over the Internet. Most of these RTC complexes are built using existing underutilised government facilities.

The Idea: Urban Transformation Centres (UTCs) and mini-UTCs are 1-stop centres in major cities across the country that provide a wide range of key government services to the urban population housed in one convenient location.  With this, the government not only saves time and effort for the people but also reducing its own facility and staffing costs.
